In the last few weeks there has been a remarkable development in the youth welfare office in the Biberach district, which has attracted a lot of attention. According to a report by Schwäbische.de, the youth welfare office has carried out a comprehensive job assessment and organizational analysis in order to be able to fulfill its central task even better. The municipal office for administrative management (KGSt) sees a need for 10.32 additional positions in order to optimize work processes and improve support for families. Currently only 9.7 positions are filled, which is well below the recommended values.

The newly planned positions are intended to establish initial counseling that will enable the youth welfare office to organize its casework more effectively. The aim is to increase accessibility for families and thus be able to use the offers of help in a more targeted manner. Another item on the agenda is the reduction of 12.25 positions in social-educational family assistance (SPFH). In the future, some tasks will also be transferred to independent providers in order to ensure the quality of the work.

Political reactions

At a district council meeting, the proposed resolution to increase the number of positions was approved by a majority, although only the five AfD district councilors voted against it. Group spokesman Dietmar Neuer said that despite the appreciation for the work of the youth welfare office, there must be a contradiction due to the financial situation. SPD representative Simon Özkeles, on the other hand, clearly spoke out in favor of supporting the youth welfare office, regardless of financial aspects. Anja Reinalter from the Greens emphasized the importance of investing in children and youth welfare.

The CDU's voting behavior was less clear: Birgit Schmogro voted for the proposal, while Gerhard Glaser abstained. Dietmar Holstein from the Free Voters also abstained from voting, but both factions ultimately agreed unanimously, while the AfD was clearly against it. Peter Kiefer from the ÖDP also decided to abstain.

Background to personnel measurement

The discussion about staffing in youth welfare offices has been an important topic for several years. The Child and Youth Strengthening Act (KJSG) has strengthened the obligation to provide adequate staffing with Section 79 Paragraph 3 SGB VIII. In this context, two state youth welfare offices in North Rhine-Westphalia have developed a basic paper that presents various procedures for staffing. The aim is to improve the conditions for the areas of child and youth welfare and to create a uniform basis for staffing.

The working group of the state youth welfare offices is working intensively on these topics in order to develop clear recommendations for staffing in the general social services and other areas of work in the future. This is important not only for the employees, but especially for the children and families who rely on these services.

Overall, the development in the youth welfare office in Biberach shows that they are reacting to the increased demands and investing more in the quality of the services, even if this is associated with political discussions. For families in the region, this is a positive sign that their needs are being taken seriously.
