New law: Tough action against ATM blasters!
On November 5, 2025, the Bundestag passed an important bill that significantly tightens the penalties for ATM blasts. This development is no coincidence, as the number of ATM explosions in Germany has risen sharply in recent years. In 2024 alone, over 250 such incidents were registered, with a loss of over 13 million euros, according to the report Black Forest messenger reported.
The new bill aims to strengthen public safety and combat crimes related to explosive dangerous substances more effectively. A central element is the expansion of the criminal code, according to which the minimum sentence for perpetrators is increased from the previous one to two years in prison. However, anyone who endangers uninvolved people and causes personal injury during an explosion must expect at least five years in prison. Serious cases – such as deaths – can even be punished with up to 15 years. These measures were approved by a large majority in the Bundestag Federal Government emphasized.
Expansion of investigative powers
Another important concern of the legal changes is to improve the legal options for combating networks of perpetrators. To this end, telecommunications surveillance is being expanded, particularly in cases of commercial or gang-related dealings with explosives. In the future, illegal storage, transport and distribution of explosives will also be punished more harshly. This is intended to close criminal liability gaps in the unauthorized handling of explosive, dangerous substances.
The new regulations come at a time when cases of ATM explosions have increased significantly. These crimes not only cause significant damage to property, but also endanger the safety of uninvolved people. The aim of the change in the law is clear: the authorities should be able to act more efficiently against organized crime and at the same time better protect the population.

With these measures, the Bundestag wants to achieve a noticeable reduction in ATM explosions and put a stop to the crook service. The stricter penalties and improved investigative powers send a clear appeal to potential perpetrators: crime doesn't pay.
