New points system in Pforzheim: fair allocation of after-school care places?
In Pforzheim there is an acute shortage of daycare places. Many parents are faced with the challenge of not being able to find space for afternoon care for their children. This bottleneck could worsen in the coming years due to increasing student numbers and limited spatial resources in school buildings. A law that establishes the right to full-day care for primary school children from the 2026/2027 school year will further challenge the situation. The city administration now wants to reform the allocation of childcare places in order to enable a fairer distribution, reports [PZ News](https://www.pz-news.de/pforzheim_artikel,-Neues-pointsystem-Hortplatz-Vergabe-in-Pforzheim-soll-fairer- Werden-_arid,2234559.html).
From the next school year, a uniform points system will be introduced, which is based on the existing systems for daycare centers and kindergartens. This new system is being developed in collaboration with various independent providers and after-school care providers to ensure that the allocation of places is fairer and more transparent, even if the number of places available does not increase.
After-school care offers in Pforzheim
The after-school care centers in Pforzheim offer a wide range of care, support and leisure activities, which are supervised by trained educational staff. The care takes place in the school buildings or their immediate surroundings, which offers the children a familiar environment. These offers are tied to the respective schools and are therefore only available to students from the corresponding institution. According to the city of Pforzheim, the program includes, among other things, homework help, learning support and leisure activities, including during school holidays, with a closing period of four weeks per year.
Parents have the opportunity to choose between different modules that allow for different care times. Here are the modules that can be booked:
- Modul 1: 06:45 – 13:00 Uhr
- Modul 2: 06:45 – 15:00 Uhr
- Modul 3: 06:45 – 17:00 Uhr
There are currently after-school care centers at 11 of 18 primary schools in Pforzheim, with all facilities being run by independent providers. Registration for an after-school care place takes place directly with the respective provider. What is interesting is the existing priority list for the allocation of places, which looks like this:
| priority | Description |
|---|---|
| 1 | Children of working single parents or working parents |
| 2 | Children whose admission provides necessary support to achieve goals |
| 3 | Children of job-seeking parents |
| 4 | All children who do not fall under priorities 1-3 |
The upcoming changes are particularly important in view of the upcoming legal requirements. From 2026, the legal right to all-day care will be gradually implemented, although it is more urgent than ever to expand the care offerings and ensure the quality of the facilities, as Bildungsserver makes clear.
The city of Pforzheim is well advised to meet these challenges with a well-thought-out concept and a sensitive approach so that all children receive the necessary support and no space remains unused. Parents are eagerly awaiting further information about the implementation of the new points system and the upcoming changes to the after-school care program.
