In picturesque Lahr, the municipal public order service (KOD) is currently in full swing. In a series of checks, 51 e-scooter drivers were warned, making it clear that the city is taking road safety seriously. The focus of the inspections was primarily on the parking rules near the terrace pool and at Waldmattensee as well as stationary traffic behavior. Particularly explosive: In the summer, several vehicles had to be towed because they were illegally occupying parking spaces for severely disabled people or ignoring parking bans. There were also complaints about people bringing glass bottles and shishas at Waldmattensee, which further inflamed the situation. The Schwarzwälder Bote reports 32 violations in the Pedestrian zone and 10 cases in which drivers took an additional person with them.
Also on the radar of law enforcement officers: e-scooters without insurance. At least seven such cases were registered here, including two drivers who used their cell phones without permission while driving. Given these violations, it becomes clear how important it is to clearly communicate and enforce e-scooter rules. And that is necessary because according to the city of Lahr the incorrect use of e-scooters on sidewalks and in pedestrian zones has become very widespread.
Stricter regulations in prospect
The city administration has announced that the e-scooters will be confiscated if the usage rules are violated for the third time. It is absolutely crucial to know that e-scooters are electric scooters that can travel up to 20 km/h. To ensure that they can be used safely in public transport, road approval is necessary. The permitted driving areas are clearly defined: cycle paths, cycle protection lanes or the street itself. Sidewalks and pedestrian zones are generally taboo.
The city also observes that road users often do not follow the necessary regulations. There is no obligation to wear a helmet, but wearing a helmet is strongly recommended. A look at the ADAC data shows that e-scooters must have liability insurance. Anyone who violates these regulations can expect fines of between 15 and 500 euros, depending on the severity of the offense.
Road safety and new regulations
How safe are e-scooters really? A central point that is continually discussed is victim protection in accidents involving e-scooters. In the case of serious injuries, injured parties often have to prove that the e-scooter driver was negligent in order to receive compensation. The number of serious accidents has increased recently, prompting the city to consider future regulations. The planned new regulation stipulates that e-scooters may in future be allowed to drive where cycling is already permitted.
