Enthusiastic spirits and hustle and bustle: a lot is happening on the construction site of the new Rottweiler district office. The ambitious project, which is planned with a budget of an impressive 85 million euros, recently took the first steps towards completion. The planning application was submitted back in March 2025 and now, in September, preparations are in full swing. How Black Forest messenger informed, the city of Rottweil issued a partial building permit in August. The construction site setup has started and construction containers are now standing on a gravel area near Stadionstrasse 5.

The anticipation is increasing because the new district office will not only bring a visual upgrade to the city, but will also score points with modern technical innovations. A future-oriented ice storage system will be integrated into the planning. This is an underground cistern that is filled with frost-proof brine water, which freezes using a heat pump and generates thermal energy. This system ensures that the building is heated and cooled efficiently in both summer and winter. Architectural decisions

The plans call for demolishing the old high-rise and the roundhouse of the registration office and increasing the adjacent building on Königstrasse by two floors. This is intended to create space for all employees. The outgoing district treasurer Gerald Kramer emphasized that construction would be flexible in order to meet growing requirements. At the same time, the integrated control center for emergency services was planned for the new complex, which makes the location even more important.

As the latest tender shows, the largest award for the shell and timber construction work took place in July 2025 to the local company Stumpp and amounts to 12.1 million euros. In addition, around 70 companies are involved in the construction, which not only accelerates progress but also secures local jobs.

Parking, sustainability and views

New parking options are also included in the planning. An additional parking garage with 1,173 parking spaces will be built in the direction of Heerstrasse. 30 to 40 parking spaces will be reserved specifically for company vehicles. There are also considerations about installing a photovoltaic system on the roof in order to further increase energy efficiency, which is supported by the very current topic of sustainability in the industry.

Speaking of sustainability: The ice storage system, which is also intended to reduce the energy required for air conditioning, shows how a modern administration can use energy as a resource. Innovative approaches, similar to the systems tested in Augsburg, show the way to independence from fossil fuels. This means that the new district office will not only be an administrative building, but also a model for CO₂ neutrality.

We can look forward to the next steps: the construction of the foundations and the floor slab is coming up, followed by the walls of the basement. A lot of work lies ahead of the responsible builders, who are up to the challenge. The new district office should be ready for occupancy in two years – a project that will show the city of Rottweil in the best possible light.”
