On October 1, 2025, a new support association was launched in the meeting room of the Mühldorf district office, which is dedicated to medical care in the Altötting and Mühldorf districts. The event was opened by deputy district administrator Ilse Preisinger-Sontag, while Mühldorf family doctor Peter Wapler moderated the event. The association is the successor organization to the dissolved Inndoc association, which was previously headed by Stefan Feige. The aim is to secure long-term medical care in the region and to strengthen the promotion of young doctors, which is more than necessary given the alarming shortage of doctors in the region.

The Bavarian Association of Statutory Health Insurance Physicians (KVB) points to the strained family medical care in parts of Upper Bavaria, with a third of family doctors set to retire from the profession in the next ten years due to age, while at the same time there is a lack of young talent. In order to actively address these problems, pediatric and family doctor care is to be strengthened by the new association. In the future, young doctors will be supported through better networking opportunities and practical support programs so that they can stay in the region and work independently.

Structures of the support association

Around 40 people were present at the founding meeting, including numerous doctors and Dr. Wolfgang Richter, the medical director of the “InnKlinikum”. The new management members of the association are: Jonas Bolkart as first chairman, Dr. Ingrid Kugler as deputy chairwoman and treasurer as well as Dr. Matthias Pfersdorff as secretary. The advisory board is supplemented by Dr. Stephan Clarmann, Michaela Memis and Julia Weiss. The association sees itself as a network and is intended to provide targeted impulses to ensure primary care in the region.

In Bavaria, a new funding program for municipalities is also being offered to support family doctor care in order to promote the establishment of medical care centers. This initiative is particularly designed to enable young doctors to work flexibly without any economic risk. Bavaria's Health Minister Judith Gerlach underlines the urgency of attracting more young specialists to rural regions and has invested almost 80 million euros in recruiting doctors since 2012 in order to maintain medical care in these areas.

Important support measures

In addition to the local initiatives, there are also funding programs in North Rhine-Westphalia that support hospital doctors' lateral entry into family medicine. This agreement has been extended until the end of 2025, and the funding amount can be up to 7,500 euros per month. With a 'sticking effect' meaning that many career changers stay in rural areas, there has been a notable increase in GPs over the last five years.

The North Rhine Association of Statutory Health Insurance Physicians is also planning a “qualification package” to further support new general practitioners. But not only there: the medical associations also offer support through advice and further training, which benefits a growing interest in primary care. Such measures are essential to ensure sustainable medical care in our region.
