Garbage fees in Northern Swabia: increase by 15% from January 2026!

On October 8, 2025, the association meeting took place in the Dillinger district office to revise the fee regulations of the Northern Swabian Waste Management Association (AWV). From January 1, 2026, garbage fees for citizens in the region will increase by around 15 percent. District Administrator Stefan Rößle and plant manager Emma Christa attached great importance to openness and transparency during the meeting.

The planned increase means that some items will only be three euros more expensive per month. But the reason for these adjustments is nothing less than an expected deficit of almost one million euros. The unforeseeable expenses amounting to 350,000 euros caused by the flood in June of the previous year further burdened the financial situation.

Financial challenges

A massive investment package, which includes around six million euros for the expansion of the Binsberg landfill and the new construction of the recycling center in Höchstädt, is also pending. Personnel costs have also increased, and the necessary increase of at least ten percent brings with it additional burdens. Another problem is the higher recycling rate, which is positive but leads to a financial deficit.

Interestingly, 5,000 tons more organic waste was also reported than planned, which caused additional costs of around 530,000 euros. A CO2 tax, which will be introduced from 2024, increases the financial burden on waste management. According to estimates, the surcharge for CO2 certificates is around one million euros.

The increase in fees is as follows:

The association councils unanimously approved the proposed fees. A discussion has also taken place about possible higher surcharges for waste offenders, although the fees are still considered favorable compared to neighboring districts.

Regulatory influences

In addition to local conditions, there is also a new CO2 tax that will have to be paid by operators of waste incineration plants from 2024. From this point on, thermally recycled waste is classified as fuel and is subject to CO2 pricing. These changes were initiated by the Fuel Emissions Trading Act (BEHG) and can also lead to price increases, as the experts are already predicting. The discussion about the CO2 tax on waste has already begun a long time ago, and the federal government hopes that this measure will provide incentives to reduce greenhouse gas emissions.

However, there is also criticism in the industry. The Association of Municipal Companies (VKU) sees CO2 pricing as unsuitable for reducing fossil CO2 emissions from waste disposal. Municipal waste disposal companies plan to compensate for the costs of the CO2 tax through higher waste fees, which will further increase the financial burden on citizens.

The developments surrounding garbage fees and the new CO2 tax clearly show that the residents of northern Swabia will be faced with some changes in the near future.
