E 233 expansion in full swing: districts reach important milestone!
On October 27, 2025, the district administrators of the Cloppenburg and Emsland districts, Johann Wimberg and Marc-André Burgdorf, reported significant progress in the expansion of European Route 233 (E 233). As the LKCLP reported, the completion of the planning approval documents for planning sections 3 and 4 is an important step. These sections extend from west of Haselünne to the district border between Emsland and Cloppenburg.
The application for planning approval, which was submitted to the Lower Saxony State Authority for Road Construction and Transport (NLStBV) in Hanover, marks the beginning of a comprehensive approval process. With the completion of the planning phases, four of a total of seven planned phases have now been introduced into the process. The initiation of the planning approval process for sections 3 and 4 will be taken into account later this month.
Latest developments in the planning approval process
A look at the details shows that the NLStBV has set up a special project group, which is led by Matthias Ewerding. This group has the goal of making the planning and construction of the E 233 more efficient, which should be of great benefit for quality assurance. In addition, the existing team will be strengthened by additional staff.
The Lower Saxony road construction administration has confirmed that the planning section includes the four-lane expansion of the E 233 between Haselünne and the Emsland/Cloppenburg district border. Over a length of around 12,654 km, construction is primarily taking place along the existing federal highways B 402 and B 213, with new routing being necessary in the Haselünne-Eltern area.
The planning envisages two junctions that are intended to ensure better traffic flow: the AS 07 E 233/B402/L 65 and the AS 08 B 213/L 55. The partial reuse of the previous B 213 as an inter-municipal road connection is also part of the concept. For the affected communities, including Haselünne, Parents, and Flechum, the project brings both challenges and opportunities.
Objections and environmental impact assessment
As part of the plan approval process, an environmental impact assessment must also be carried out in accordance with the UVPG. The planning documents can be viewed online from October 23rd to November 22nd, 2025, and citizens are invited to raise objections by January 12th, 2026 at the latest. After this period, no further objections are possible, which is intended to speed up the process.
Overall, the expansion of the E 233 will certainly bring about a significant improvement in the region's transport infrastructure. This could create a sustainable connection for the communities in Cloppenburg and Emsland that meets the needs of the population and the economy.
