On July 9, 2025, a new chapter in municipal IT modernization opened in Dortmund: Ten IT companies founded the VOIS association. This alliance aims to make the VOIS concept, which is based on a flexible software platform, known to the public and to promote digitalization in administration. The VOIS association is primarily intended to increase administrative efficiency and involve citizens online. This happens through close collaboration among members, who develop various solutions and suggestions for modern, digital administration. Eleven partners currently belong to the VOIS community, including companies such as ab-data and brain-SCC. The association acts as an organizational tool for better coordination of this collaboration.
The board at a glance
The fate of the association lies in the hands of chairman Stephan Hauber and other members such as Sirko Scheffler (brain-SCC) and Hendrik Tamm (pro-municipal). With a well-structured board, which also includes Sven Knochmuß from HSH and Markus Bremkamp from ab-data, the goal is clearly defined: to plan innovative solutions for the future development of the authorities, for example in the areas of register modernization and cloud integration.
Security and digitalization combined
But that's not all. Digital transformation also brings challenges, especially in the area of data security. One approach that is becoming increasingly important is the Zero Trust security concept. The following applies: “Trust no one, check everything.” This is particularly important in hybrid and multicloud environments that handle sensitive data. EY explains that effective identity and access management, together with cloud security posture management, is crucial to complying with security standards and protecting sensitive citizen data.
Artificial intelligence also plays a major role in the modernization of public administrations. Cloudified solutions can optimize and automate administrative processes, ensuring greater efficiency. Examples of applications include AI-supported chatbots for citizen inquiries or the automated processing of applications.
With the newly founded VOIS association, those involved have set themselves an ambitious goal: a sustainable, digital administration that is based on the latest technologies and at the same time maintains the security of the data. As part of these initiatives, citizens and authorities can equally benefit from improved collaboration and thus actively shape digital change. The journey has just begun, but the interest and engagement point to an exciting future!
