NRW: Important plenary sessions on crime and infrastructure start!

On November 3, 2025, a comprehensive program will be put on the agenda of the North Rhine-Westphalia state parliament. With the first consultation of the “NRW Infrastructure Act 2025 to 2036”, a central concern of the state government is on the agenda, which envisages investments of an impressive 31.2 billion euros over the next twelve years. The federal government is prepared to provide up to 500 billion euros from special funds, of which 100 billion are earmarked for the states and municipalities. This session is particularly significant because North Rhine-Westphalia, with over 18 million inhabitants, is considered the most populous and densely populated state in Germany, which is also part of the Rhine-Ruhr metropolitan region, the largest urbanization in Germany. Today there are also current lessons on child and juvenile crime. Motions from the FDP and AfD factions are being negotiated, as well as an urgent motion from the SPD faction for the steel summit, which is taking place this week. The legal framework regarding the criminalization of voyeur recordings is also being discussed, which shows that the government in North Rhine-Westphalia does not turn a blind eye to sensitive issues.

Plenary sessions per week

Wednesday is characterized by various important topics. The parliamentary groups, in particular the FDP and the AfD, have submitted proposals on child and youth crime. The draft for the “Law to Strengthen the Independence and Non-Partisanship of the State Center for Civic Education”, which comes together from the ranks of the CDU, SPD, Greens and FDP, will also be discussed. This collective effort could have long-term positive effects on political education in North Rhine-Westphalia.

On Thursday we will continue with a current lesson on the criminality of voyeur recordings, where the CDU and the Greens want to articulate their positions. The SPD is also discussing the consequences of the IQB education study, which is intended to provide information about the current status of education in North Rhine-Westphalia. A proposal from the CDU and the Greens to introduce a digital levy for large online platforms is part of the debate, as is an initiative by the FDP for an action plan for artificial intelligence in schools.

Finally, Friday will be the last exciting day of the meeting, where heavy topics such as heavy goods transport and the aforementioned infrastructure law will be discussed. Here we will have to deal more intensively with the future of mobility and infrastructural growth in NRW.
