The city of Remscheid in North Rhine-Westphalia is taking decisive action against the speeding and poser scene. On October 2, 2025, the council voted on a new “ban on lingering” in public parking spaces. The aim of this prohibited initiative is to massively curb noise pollution and dangerous behavior, especially in urban areas, and thus increase the safety of residents. These measures became necessary after a tragic traffic accident in May 2025, in which a 19-year-old woman died in a collision with a reckless driver, as wa.de reported.

The “ban on lingering” will apply from 10 p.m. to 6 a.m., with parking still permitted, but activities such as loud music or gatherings being prohibited. Violations can result in fines of up to 1,000 euros. According to WDR, the city reports that the poser scene mainly meets in the parking lots in the Lennep district, where up to 40 tuned cars often gather. Residents not only complain about the noise, but also about the dangerous driving behavior of the speeders.

Actions required

In the past, the police have tried several times to break up tuning scene meetings. However, a failed proposal three years ago showed how difficult it is to take effective legal action. With the current decision, another attempt was made to give residents a little more quality of life. Department head Barbara Reul-Nocke underlines the urgency of putting a stop to such dangerous gatherings. Similar bans have already been successfully implemented in Gütersloh.

A comprehensive package of measures is being planned which, in addition to the ban on lingering, also includes road bumps and mobile trees to reduce noise. This shows that the city is actively responding to the needs of its citizens and is aware of the dangers posed by the poser scene.

Similar problems in other cities

However, the problem is not only limited to Remscheid. In Cologne's Poll district, residents also complain about speeders and unauthorized car racing. The Rheinufer-Allee in particular has established itself as a magnet for nighttime speeders. The city of Cologne has already taken measures, including setting up a barrier to control access on weekends. As the ZDF report explains, traffic light duels and illegal car races lead to numerous accidents every year, which often end in death and can also cost the lives of bystanders, as in the tragic case of 21-year-old Maya, who died during an illegal race ( ZDF ).

Given this clear danger situation, the city of Remscheid's initiative is not only necessary, but could also serve as a model for other cities that are faced with similar challenges. It remains to be seen whether the new regulation will have the desired effect and whether residents will be able to sleep more peacefully at night in the future.
