The project for a new home for the disabled in Rheinbrohl is taking concrete shape. Construction is underway on Hilgersstrasse after the groundbreaking ceremony took place in November 2024. The facility built will provide a home for 24 people with disabilities, with most of the future residents coming from an existing facility in Leutesdorf. The site on which the new home is being built is currently being redeveloped. The administration building of the former Hilgers shipyard used to stand here, and its demolition was challenging.

Particular challenges were identified when demolishing the old building. The area was regulated by nature conservation regulations, which required extensive species protection measures. In addition, asbestos in the structure of the old Hilgers building also had to be removed for renovation purposes, which was only possible by specialized companies under strict conditions, as Blick Aktuell reports.

Planning and approval

The planning for the new home began in 2018 and has been repeatedly adjusted over the years. With an agreement between the responsible cost bearers, the construction could now enter the decisive phase. This was a long process, due to intensive negotiations regarding financing conditions and increasing construction costs. The new residents will have eight places available in three different residential groups, each of which will ensure an individual and supportive environment. This corresponds to the basic ideas of the UN Convention on the Rights of Persons with Disabilities (UN-BRK), which enshrines the right to self-determined housing in Article 19 and advocates against the dominance of special facilities. Moving in soon will enable these people to organize their everyday lives in a self-determined manner and to actively participate in social life.

Social relevance

Germany faces a challenge when it comes to providing barrier-free housing options. There is currently a shortage of almost 700,000 apartments, which makes the situation even more difficult for people with disabilities. Even if the statistics show that around 54% of these people do not live in institutions, there is often a lack of suitable offers, as the Federal Agency for Civic Education explains.

The upcoming opening of the residence in Rheinbrohl is a step in the right direction to take the needs of people with disabilities into account and enable them to live a life of self-determination. The project is not only a benefit for the future residents, but also an important signal for society that the inclusion of people with disabilities is actively promoted.
