Covered driving school fraud: the police smash illegal network!

Göppingen, Deutschland - A nationwide fraud network that organizes illegal driver's license tests was smashed by the police. A driving school in Heilbronn is the focus of the investigation that has been running since January 2025. The police make it clear that hundreds of applicants received theoretical leaderships without the necessary language skills or the necessary training. In a large contingent on June 25, 2025, a total of 29 objects were searched in several federal states and in Bulgaria, according to which 12 arrests were made.

The main actors of this criminal network are a 52-year-old driving school owner from Heilbronn and his two sons, a 38-year-old Bulgarian, a 37-year-old and a 24-year-old Syrian who had taken on different tasks within the organization. Deputy often performed under false identity and took the exams in the name of others, for which they received up to 5,000 euros. These deputies, many of whom are members of the Syrian-Kurdish community, often travel hundreds of kilometers to take exams at various TÜV locations. The driving schools in Heilbronn and Göppingen are involved in the machinations and are said to have issued certificates to participate in theory lessons, although they knew that applicants did not have the necessary knowledge, as the presseportal.de reported.

focus on Bulgarian applicants

The Bulgarian learner drivers, who were often registered in the wrong driving license courses via fake registrations, are particularly in focus. The investigation records a structured gang with different hierarchies that should be active since 2022. The authorities are currently reviewing each of these driving license to ensure safety in road traffic. A total of over 130 police officers, including the SEK, have been involved in the searches.

valuable consolidations

During the searches, the investigators were able to ensure significant values, including large cash sums, gold coins and high -quality vehicles such as a BMW M850i, an Lamborghini Gallardo and an Audi A6. Technical devices and relevant written documents were also ensured that are intended to take fraud. According to the police, all driving permits obtained must be checked and, if necessary, withdrawn in order to protect security on the streets.

This procedure is part of a greater strategy to combat organized crime in Germany, which acts in various areas and with diverse methods. A current survey shows that around 642 investigations against organized crime have emerged in 2023, with about 41% of the drug trade in the foreground. Clankriminality, especially in groups, which isolated throughout Germany, is also a serious problem that the police presented with great challenges, such as Statista

The breakdown of this network represents a significant step in the fight against the illegal practice of driving license procurement and shows that the authorities are still vigilant to ensure safety and integrity in road traffic. Further steps are now being examined by the corresponding driving license authorities.
