Strict dog controls in Offenbach: Only 9% violations discovered!
In the second quarter of 2025, city police and waste investigators from the Offenbach public order office carried out dog checks throughout the city. The results of these controls, which affected a total of 149 dogs and their owners, have now been presented. Only 9 percent of the checks were criticized, which shows that the majority of dog owners adhere to the rules. Only 13 of 149 dogs checked encountered violations, as OF-News reports.
The main violations concerned leading dogs without a leash (six cases, fine: 55 euros), the lack of dog waste bags (four cases) and two dogs that were not registered. Particularly noticeable was an owner who violated the regulations several times and could face administrative offense proceedings and an additional tax payment. Another dog owner who did not remove his animal's feces was also fined 150 euros. Designating more advanced inspections in the third quarter of 2025 suggests the city is pushing for compliance.
Fines and regulations for dog owners
In Germany, dog owners must observe specific regulations according to the respective federal states. This includes registration in the dog register, the requirement to have a microchip and keeping the dog on a leash in public areas. Dog owners are also required to clean up dog feces, otherwise they face fines that can range from 60 to 1,500 euros for various violations, although the amount of the fine varies greatly depending on the severity of the violation and local regulations. The punishments for violations of the leash requirement are also considerable: Fine money catalog lists fines between 75 and 1,500 euros.
Interestingly, the rules for dog liability insurance are also not subject to uniform regulations. While such insurance is mandatory for dogs over three months in six federal states, in other regions it only applies to certain breeds. According to the Animal Welfare Act, guide dogs and assistance dogs are exempt from dog tax, while other breeds, especially those considered dangerous, face higher taxes.
The responsibility of dog owners
It is the responsibility of every dog owner to comply with the legal regulations, because there is not only a risk of fines, but also significant consequences such as the forced surrender of the dog if the dog tax is not paid. The dog must also be registered within two to four weeks of purchasing or moving, which many owners neglect for unknown reasons. Hundekratie points out that failure to register can also lead to penalties.
Overall, the controls in Offenbach show that the city is working together with its citizens to promote harmonious coexistence between humans and animals. The regular checks are intended to continue to ensure that applicable regulations are adhered to and that dog owners and passers-by are offered a safe environment.
