The situation in Iran is worrying. As of August 28, 2025, at least 841 people have been executed in Iran, according to the Center for Human Rights. This means a significant increase in executions compared to the previous year, where 297 executions were registered in the first six months. What is particularly alarming is that the number of executions in July 2025 was 110, almost twice as high as in the same month last year. The country demonstrates a systematic pattern of using the death penalty as a means of intimidation.

Another shock is the focus on ethnic minorities and migrants, who are disproportionately affected. Of the 841 executed, many were convicted on vague charges such as “enmity toward God” or “corruption on earth.” The current cases also include eleven people facing imminent execution. Among them are six who have been charged with armed rebellion.

International criticism and human rights violations

The United Nations High Commissioner for Human Rights, Volker Türk, has expressed concern about the situation of executions in Iran. He noted that at least 612 people were executed in the first half of 2025, more than doubling the 2024 numbers. Türk urges the Iranian government to impose a moratorium on all executions and to reconsider the use of the death penalty, as it is incompatible with the right to life and human dignity.

In addition, a worrying new regulation is on the horizon: a law on espionage, which is being examined by the Guardian Council of Iran's Office for the Protection of the Constitution, could expand the definition of “cooperation with enemy states”. Activities such as online communication or cooperation with foreign media could in future be punished with the death penalty.

Impact and social resonance

International human rights commitment is gaining momentum. Over 40 percent of the people executed in 2025 were convicted of drug offenses, which once again highlights the recurring problem of drug policy in Iran. Despite the harsh measures and strict action against alleged crimes, the human rights situation in the country is alarming and rarely meets the requirements of a fair trial.

The situation in Iran affects not only the government and the judiciary, but also civil society and the entire international community. While more than 170 countries have abolished the death penalty or imposed a moratorium, Iran appears to be further expanding its mechanism for applying the death penalty.
