On December 4, 2025, the Bräunlingen municipal council unanimously approved the proposals for the expansion of Palmhof Energie GbR. The aim of this measure is to adapt the existing biogas plant, which has now been in operation for 20 years, to the current EEG guidelines and to increase the operating area. The planned optimizations are intended not only to increase the performance of the biomass plant, but also to improve economic efficiency. In the spirit of climate neutrality, the changes should also help to enable better integration of renewable energies such as solar and wind power.
There are already some exciting measures planned. Among other things, the biomass plant is being expanded to produce biogas for electricity and heat generation. In the future, the biogas will also be made available to external combined heat and power plants. In addition, the plan is to process the biogas into biomethane and hydrogen. An additional biomass storage facility and a gas and electricity filling station complete the project. The construction of a hot water storage tank and systems for producing CO₂ from biogas are also planned.
New framework conditions for biogas plants
These developments are in line with the comprehensive biomass package of the Federal Ministry for Economic Affairs and Climate Protection. According to the ministry, this package aims to make biogas plants more flexible and efficient in order to optimize renewable energy production. Planning security is crucial, especially for the operators of biogas plants, who are often at the end of their 20-year initial funding period, so that they can continue to make a contribution to the energy transition. Federal Ministry of Economics reports that systems that are connected to existing heating networks in particular should benefit from new incentives.
Another important component is the EEG amendment 2025. The Bundestag has already passed laws that aim to make biogas plants more flexible. These regulations aim to avoid temporary generation surpluses and to better regulate the feed-in of electricity. Changes in the EEG allow, among other things, the overbuilding of grid connection points, which means that the installed power can be higher than the power that can actually be fed in. BBH makes it clear that these measures offer operators of bioenergy plants new opportunities and thus give them the chance to manage their plants more economically.
Outlook and new offers
From 2026, a lot will also change in the cultural area of Bräunlingen. Entry to the Kelnhofmuseum will then be free to allow more people access. Voluntary donations are welcome. Tours will cost 30 euros from January, with an additional 2 euros per person. Admission is even free for kindergarten groups and school classes from Bräunlingen.
Another decision concerns the flat annual tourist tax for long-term campers, which will be increased from 130 euros to 180 euros. This tax brings the municipalities additional income of an estimated 4,500 euros per year. The increase is therefore fixed until 2029. The local council is showing a good knack for increasing financial resources for future projects and at the same time improving the offering for the citizens of Bräunlingen.
